In Ukraine, excise tax revenues from domestically produced and imported goods for January–May 2025 reached UAH 69.7 billion, compared to UAH 46.9 billion for the same period last year.

Over these five months, the budget exceeded projections by UAH 11.3 billion (+19.3%). In May 2025 alone, excise tax revenues reached UAH 15.3 billion.

The overperformance is driven by an increase in imports of excisable goods, particularly tobacco products.
