The export of walnuts from Ukraine has been stopped since February 2025 due to actions by the State Tax Service. On December 1, 2024, the Export security regime was introduced for a range of goods. Official walnut exporters supported this initiative, as it allowed to identify as exporters only official exporters who pay taxes and are interested in building market pricing mechanisms, preventing undervaluation of customs value and shadow exports.
However, during the implementation of the Export security regime, abuses by the State Tax Service of Ukraine (STS) were uncovered. These included the unjustified blocking of export tax invoices due to issues related to determining the origin of walnuts, despite exporters providing a full set of documents in accordance with current legislation. Additionally, tax authorities illegally demanded that exporters calculate and pay tax obligations not stipulated by the Tax Code of Ukraine.
These abuses by the STS resulted in all walnut exporters being classified as risky, leading to the blocking of export tax invoices. Since February 2025, this has completely halted walnut exports from Ukraine, stopping the flow of foreign currency earnings and, consequently, tax payments to the state budget from this activity.
